CE, RoHS & EN 60598: What European Buyers Should Check Before Importing LED Lights

If you've sourced industrial or commercial LED lighting from overseas, you've almost certainly seen a CE mark stamped on the box. Fewer buyers know what that mark is actually promising — or how to tell a genuine declaration of conformity from a photocopied logo. For facility managers, electrical contractors, and procurement teams bringing LED fixtures into the EU, understanding three things — CE marking, RoHS, and EN 60598 — is the difference between a compliant installation and a costly customs or liability problem.

CE Marking Isn't a Single Test — It's a Bundle of Directives

CE marking on a luminaire is a manufacturer's self-declaration that the product meets every EU directive that applies to it. For LED lighting, that typically means three directives working together:

  • Low Voltage Directive (LVD) 2014/35/EU — covers electrical safety for equipment operating between 50V and 1000V AC.
  • EMC Directive 2014/30/EU — ensures the fixture doesn't emit electromagnetic interference that disrupts other equipment, and isn't itself vulnerable to interference.
  • RoHS Directive 2011/65/EU — restricts hazardous substances in the materials and components.

A supplier who only tests for one of these and slaps a CE mark on the result is technically misrepresenting compliance. As a buyer, you're entitled to ask for the underlying test reports and Declaration of Conformity (DoC) for each directive — not just the logo.

EN 60598: The Safety Standard Behind the LVD

EN 60598-1 is the general safety standard that manufacturers use to demonstrate LVD compliance for luminaires. It covers classification, marking, mechanical construction, electrical construction, and — increasingly relevant for LED — photobiological safety (protection against excessive blue-light exposure). Product-specific requirements for high bay fixtures, floodlights, or explosion-proof luminaires sit in the EN 60598-2 series alongside the general standard.

This is the part most buyers miss: the standard was substantially revised in 2024. IEC 60598-1:2024 (adopted as EN IEC 60598-1:2024 in Europe) introduced Annex W, a new set of requirements specifically for battery-powered luminaires, including integrated emergency lighting. The mandatory compliance deadline for the EU market is December 31, 2025 — after that date, test reports issued under the older 2020 edition are no longer valid for demonstrating conformity. If a supplier hands you a test report dated before the transition and your fixture includes an emergency battery pack, ask when it will be retested against the current edition.

RoHS: What's Actually Restricted

RoHS restricts six substances in electrical products, most relevantly lead, mercury, cadmium, and hexavalent chromium, with lead capped at 0.1% by weight in homogeneous materials. LED technology has a structural advantage here — unlike fluorescent or metal halide fixtures, LEDs don't contain mercury, which simplifies compliance considerably. Still, drivers, connectors, and cabling all need to be checked individually, not just the light source itself. A RoHS certificate should reference the specific product and BOM (bill of materials) it was tested against, not a generic company-level statement.

The Eco-Design Directive: The One Buyers Forget

Beyond safety and materials, the Eco-Design Directive (ErP) sets minimum energy efficiency requirements for lighting products sold in the EU. It's easy to overlook because it doesn't affect electrical safety, but non-compliant products can still be blocked at customs or pulled from the market on efficiency grounds alone, independent of any LVD or RoHS issue.

A Practical Checklist Before You Import or Specify

When evaluating a supplier or a specific product line, ask for:

  1. A product-specific Declaration of Conformity listing the exact model, all applicable directives (LVD, EMC, RoHS, ErP), and the standards used to demonstrate compliance.
  2. Test reports from an accredited lab (ISO 17025) — not just a certificate summary.
  3. Confirmation of the EN 60598-1 edition used, and whether Annex W applies if the fixture has a battery backup.
  4. Technical documentation retained by the manufacturer — under EU law, the technical file must be available on request for market surveillance authorities, and your supplier should be able to produce it without delay.

Why This Matters Beyond Paperwork

Non-compliant lighting isn't just a customs risk. If a fixture causes a fire, an electrical fault, or an injury and the CE documentation doesn't hold up, liability can extend to the importer and installer, not only the manufacturer. For contractors specifying lighting on commercial projects, verified compliance is also increasingly a condition of insurance and building sign-off.
